Re: Third dam option debated, April 28.
Do people understand the current state of affairs regarding Colliery Dam Park? A great deal of time and money was spent in discovering that the dams were not the menace that they were made out to be. In fact, they pose little risk to the public whatsoever. However, supposedly the great flood could happen and the dams were said to be potentially vulnerable in this event. By now, most people, including many on council, are tired of this affair and the waste of time and money. They want to move on with other pressing matters as well they should.
Recently, GSI, a company specializing in erosion control, has been re-introduced into the mix. This international company has stated that they can "armour" the embankments of both dams for $3 million. This type of solution is considered as being the least intrusive and least costly option put forward to date. Many would see even this type of work and expenditure as being far in excess of what may be required and they are probably quite correct. It is very unfortunate that incorrect information, delays, threats of personal and corporate liability, and now ultimatums by the provincial authority are forcing our council to make decisions under such duress.
The Colliery Dam Park Preservation Society had suggested remediation of only the middle dam initially as it is far less costly but should effectively halve the potential risk. However, a decision was made on April 27 to forge ahead with planning for work at the lower. We can only hope that impact and costs do not spiral out of control. There has never been any acceptance of responsibility for this entire boondoggle and the public has no patience for further errors in judgment.
