Let's just build a fail-safe dam

Would it make sense to build a robust catch-all structure below the existing dams, in case either existing dam fails?

To the Editor,

Would it make sense to build a robust catch-all structure below the existing dams, in case either existing dam fails? The benefit of this would be that the original dams would not be touched, and safety of homes downstream would be assured with such a catch-all structure.  And, if this is not feasible, what about just rebuilding the lower dam in such a manner that it would catch the spillage if the upper dam broke?
