Homeless can’t afford tickets

Re: Homeless population faces lack of affordable housing, March 16.

I commend Nicholas Pescod for his article. I have had an opportunity of spending time with some of Nanaimo’s disadvantaged street people. They taught me how they are treated, often receiving fines that are accumulative.

It is my opinion that most residents would be surprised at the bylaws which target the homeless with a multitude of tickets. Nanaimo has unconscionable bylaws that enable officers to fine and/or remove individuals’ personal belongings if even briefly left unattended. Furthermore, fines can be given for sleeping or smoking in the wrong area, or remaining when directed to relocate.

A man who had been ‘clean’ and off the streets for seven years had accumulated fines of over $5,000 when homeless in Nanaimo. A driver’s licence is out of reach for him because the fines must be paid. This should be changed.

The lack of affordable housing is one issue, however Nanaimo’s bylaws and treatment of the homeless should be re-examined.
